Uzbekistan - Fundamental Freedoms and Migration

This thematic report of June 26, 2026, is a joint product by the Danish Immigration Service and the Swedish Migration Agency. The report examines developments in Uzbekistan since President Shavkat Mirziyoyev came to power in 2016, focusing on the scope and limits of the country's reform process.

The report covers Uzbekistan's political system and civic space, including restrictions on freedom of speech, press and assembly. It further examines the practice of religion, including the increased public visibility of Islam, the state's registration and control of religious groups, clerics and literature, and the treatment of unregistered or minority religious activity under extremism-related provisions. Finally, the report addresses labour migration, including the situation of returnees.
