This report examines UNRWA’s operations and service provision in the West Bank, including East Jerusalem.
Following Israeli legislation that entered into force in January 2025, limiting the agency’s legal status, activities and cooperation with Israeli authorities, UNRWA’s provision of services takes place in a more restrictive operating environment. The report further examines the impact of funding constraints, movement restrictions, security incidents and increasing humanitarian needs on the agency’s ability to provide services to Palestinian refugees.
